Lead Regulatory Compliance

Duration: 1- Year Contract 

Location: Indonesia 

 

Role Overview We are seeking an experienced and highly capable Lead Regulatory to lead and oversee all regulatory compliance, permitting, and government liaison activities within the oil & gas sector.

This position plays a critical role in ensuring that all company operations, projects, and business activities comply with applicable Indonesian government regulations, SKK Migas requirements, environmental regulations, and internal compliance standards.

The successful candidate will act as the key focal point between the company and government authorities, ensuring timely regulatory reporting, audit readiness, legal risk mitigation, and implementation of effective compliance systems across project and operational phases. This role requires strong stakeholder management, in-depth knowledge of Indonesian oil & gas regulatory frameworks, and the ability to coordinate across multidisciplinary teams in a complex project environment.

 

Key Responsibilities Regulatory Compliance & Governance

• Lead the implementation and continuous improvement of the company’s regulatory compliance framework and compliance management systems.

• Ensure all operational and project activities comply with applicable laws, regulations, permits, and government requirements.

• Monitor changes in oil & gas regulations, environmental laws, and government policies, and advise management on potential impacts to operations and projects.

• Develop, review, and maintain compliance policies, procedures, guidelines, and reporting systems.

• Ensure all mandatory compliance submissions and regulatory reports are completed accurately and submitted within required timelines.

• Support management in maintaining corporate governance and regulatory integrity across all business activities.

 

Permitting & Government Liaison

• Manage and coordinate all permitting and licensing activities related to project development and operational activities.

• Act as the primary focal point with SKK Migas, Directorate General of Oil & Gas, Ministry of Environment and Forestry, local authorities, and other regulatory agencies.

• Coordinate approvals, submissions, and follow-up activities related to OSS, SIPPUH, Izin Usaha Migas, and other regulatory reporting systems.

• Establish and maintain effective relationships with government stakeholders and regulatory bodies.

• Support the company during regulatory inspections, government reviews, and external audits.

Risk Management & Audit

• Identify regulatory and legal compliance risks and provide mitigation strategies and recommendations to management.

• Support implementation of compliance risk management processes across the organization.

• Coordinate and manage compliance audits conducted by SKK Migas and government agencies.

• Ensure audit findings, corrective actions, and compliance gaps are properly addressed and closed out.

• Maintain accurate compliance documentation, records, and audit trails. Stakeholder & Cross-Functional Coordination

• Coordinate closely with Legal, HSE, Engineering, Operations, Finance, and Management teams to ensure compliance alignment across functions.

• Provide regulatory guidance and compliance support to project teams during engineering, procurement, construction, commissioning, and operational phases.

• Engage with external legal consultants, auditors, certification bodies, and industry stakeholders when required.

• Support HSSE and corporate governance initiatives through compliance-focused engagement and communication.

 

Leadership & Team Management

• Lead, mentor, and provide guidance to the Senior Risk Analysis Officer and Regulatory Officer.

• Promote a strong compliance culture throughout the organization.

• Ensure effective communication, coordination, and performance management within the compliance team.

• Support capability development and knowledge sharing related to regulatory compliance and permitting activities.

 

Minimum Requirements

• Bachelor’s degree in law, Economics, Social Science, Public Administration, Business Administration or related disciplines.

• 10 years of experience in regulatory compliance, permitting, legal, or government affairs within the oil & gas industry.

• Strong understanding of Indonesian oil & gas regulations and government reporting systems.

• Experience dealing with SKK Migas OR Directorate General of Oil & Gas OR Ministry of Environment and Forestry OR regional government authorities.

• Hands-on experience with OSS, SIPPUH, Izin Usaha Migas, and related permitting/reporting systems – is advantage

• Experience supporting audits and compliance reviews by government agencies and regulatory authorities.

• Strong understanding of compliance systems, legal risk management, and policy development.

• Experience working in large-scale and complex project environments.

• Strong stakeholder management, negotiation, and communication skills.

• Excellent verbal and written communication skills in both Bahasa Indonesia and English.
