Job Responsibilities

  • To act as the main focal point for Procurement Dept., responsible for strategizing, planning, executing, and controlling of procurement activities that are aimed at appointing the best suitable vendors (either consultants, contractors, or suppliers), by meeting the scope, time and budget requirements. The scope shall cover both Greenfield (under development) and Brownfield (post completion) projects undertaken by the Company, JVs or related UEML’s subsidiaries.

  • To develop, implement and monitor detailed Procurement Plans for the various projects under the Company, in close coordination with other internal and external stakeholders.

  • To develop and implement strategic procurement strategies on how to engage the vendors - either consultants, contractors or suppliers, to deliver the relevant parts of the services and/or materials to the Company in the most effective and efficient manner, according to the projects and Company’s goals.

  • To carry out the necessary market research for the identification, evaluation and selection of competent vendors, to be part of the pre-qualification exercise for the company’s vendors databank.

  • To work closely with other departments to produce the relevant parts of tenders/RFPs/RFQs or other documents used as means of soliciting offers/proposals from various consultants/contractors/suppliers.

  • To prepare vendors’ technical and commercial assessment criteria and scoring table, used in evaluating the submitted technical and commercial proposals received from the vendors.

  • To assist in the drafting the required LOI/LOA or other appropriate appointment/engagement documents, in consultation with other departments and advisors/consultants (as applicable).

  • To identify potential risks associated with procurement activities; and to analyse and develop risk response plan to address the risks. To continuously monitor and maintain risk management plan throughout the project lifecycle and to implement risk mitigation measures as and when necessary.

  • To analyse, negotiate and finalize the best workable terms with the selected consultants / contractors / suppliers to arrive at the optimal commercial results for the Company, without jeopardizing the requirements of the projects.

  • To develop the Standard Operating Procedures and Guidelines for the Procurement processes for the Company to uphold good governance, fair practice, transparency, accountability and promote competitiveness.

  • To mentor and develop internal talent pools within the Company, on the related fields to ensure a proper succession plan and personal growth of team members as well as for business continuity.

  • To perform any other duties and responsibilities as required by the Company from time to time, as long as the duties and responsibilities are within the area of expertise of competent Procurement personnel performing similar roles.

Requirements

  • Bachelor’s degree in related engineering fields e.g. Civil or Mechanical/Electrical Engineering, Quantity Surveying, Supply- Chain Management degree, or related field Related qualification and certification in cost and contract management and procurement is considered as advantageous.

  • Strong leadership qualities.

  • Well-developed project management skills at the initiation, planning, execution, controls and closing stages of the procurement activities.

  • Excellent negotiation skills.

  • Organizational and problem-solving capabilities.

  • Strong English communication skills, both oral and written.

  • Well-developed interpersonal skills, with the ability to manage stakeholders’ relationships effectively.  Sound knowledge of the market dynamics, industry-specific workflows, regulations, standards, and best practices related to procurement.

  • Professional qualification in the procurement practice is an added advantage.
