About the Role:
The Project Procurement Manager will lead and oversee procurement operations across power plant or large-scale infrastructure projects, ensuring strategic sourcing, contract governance, and supply chain alignment with project milestones. The role requires strong leadership, negotiation expertise, and an in-depth understanding of procurement and vendor dynamics specific to the energy sector, particularly in EPCC environments.
Key Responsibilities:
1. Strategic Procurement Leadership
- Develop, implement, and enhance procurement strategies in line with project cost, schedule, and quality objectives
- Lead negotiations with vendors, contractors, and suppliers to secure optimal commercial and contractual terms
- Coordinate with internal stakeholders including engineering, site, finance, and legal teams to ensure procurement requirements are clearly understood and fulfilled
- Collaborate with project leadership and cross-functional teams to anticipate procurement needs and plan resource allocation accordingly
2. End-to-End Procurement Governance
- Oversee the complete procurement cycle: sourcing, tendering, evaluation, negotiation, purchase order issuance, delivery tracking, and payment processing
- Ensure adherence to corporate procurement policies and procedures, including documentation compliance and audit readiness
- Prepare, issue, and evaluate RFQs, RFPs, and POs according to project specifications
- Manage requisitions, purchase orders, and execution of contracts for all project-related components
- Lead procurement activities for Long Lead Items (LLIs), including change orders and variation claims
- Support contract administration and ensure accuracy of procurement documentation, including LOAs, payment terms, and warranties
3. Vendor & Contract Management
- Build and maintain strong vendor relationships to ensure technical and contractual compliance
- Monitor vendor performance, delivery schedules, and the quality of goods and services
- Ensure contractual terms are upheld, including warranties, performance bonds, and milestone deliveries
4. Budgeting & Cost Control
- Manage procurement budgets and align procurement activities with project cash flow plans
- Implement cost control measures and ensure compliance with internal policies and project timelines
- Identify opportunities for cost savings and scope optimization within the procurement process
5. Compliance & Risk Management
- Minimize commercial and logistical risks through planning, risk assessments, and insurance coordination
- Proactively identify potential procurement risks or delays and recommend corrective actions
- Maintain accurate records of procurement transactions for reporting and audit purposes
- Ensure all procurement activities comply with environmental, legal, regulatory, and HSE standards
6. Logistics & Supply Chain Coordination
- Supervise timely material deliveries, transportation arrangements, and warehousing, especially for heavy or specialized equipment
- Provide regular updates to the Project Director and Management team on procurement KPIs, lead times, and supply chain challenges
7. Market & Industry Analysis
- Monitor market trends, pricing fluctuations, and vendor capacity to support decision-making
- Explore alternative sourcing options and emerging technologies to improve procurement efficiency

- Proven experience in large-scale procurement, preferably in the energy or infrastructure sector
- Excellent coordination abilities across cross-functional teams (engineering, finance, legal)
- Solid knowledge of procurement governance, contract management, and vendor sourcing
- Ability to work in a dynamic, fast-paced project environment
